If I go ahead and order their software online will their licensing rules allow me to install on both my desktop and notebook?
Apparently, Xpress requires an internet connection to verify license authenticity and this may coincide with my notebook verifying at the same time. Or are the license keys purely the 'old fashioned' type of keys that just unlock the software rather than the MS Windows activation keys?

This really is the kind of thing you should ask Pegasys directly, they'll probably be able to give you a definitive answer, and explain what you need to do to install it on both systems (which is probably legal, as long as you don't use both at the same time).

Your user license can only use for One Machine. it unable to work for numbers
PC/OS at the same time.

If you have strictly read the USER LISENCE AGREEMENT, while you purchase,
download and install the software, you will be able to knowledge this.

For using TMPGEnc software, you will need to validate the license via Internet,
it is a requirement of license.

The validation is done by non-periodicity, but with at least once by weeks, the
limit will be 2 weeks.

It means if you do not validation during 2 weeks, you will be possible that can
not use your Software as non-connection internet.
