To play on a set-top DVD player, the disc must be authored like a normal DVD. That means the images and the music must be converted into a MPEG-2 video (and PCM, AC3 or MPEG audio), and then compiled using DVD authoring software.
If you search (Google, Yahoo, etc.) for "DVD slideshow" you'll find several guides explaining how to do it, as well as software to do it automatically.
If you only want it to play on a PC, there are other options (like slideshow players that will simply cycle through the images while playing back a WAV or MPE3 audio file).
