If you want to add subtitles to your film, you need an authoring program with support for subtitles (ex., Adobe Encore, ReelDVD, DVD Maestro, etc.). The encoder (TMPGEnc, CCE, etc.) has nothing to do with the subtitles.
If your authoring program doesn't support subtitles, you can also add them directly to the image, using an editing program (ex., Premiere). But this will make it impossible to turn the subtitles off, or to have multiple languages, so you're better off using a DVD authoring programs with support for DVD subtitles.
