Hi, I'm new. I'm also a filmmaker who is a DVD Reject. I'm working on the DVD for my first film, and I need to know a few things.
I use Adobe Encore.
1) Do I Need To Re-Export My Film?
The DVD Rough Cut is almost completely burned on the DVD in my drive, save for the main video file. The DVD Building always cruds out at 27 seconds, and I've used the Bitrate Calculator, but even those numbers did not help me. Do I need to go into the Premiere file and re-export it to m2v?
(P.S.: I could burn it on a DVD before, but now I've just added more stuff)
2) Can I Loophole Around The Safe Area?
Must this be so? In my current Rough Cut, I've just cropped the menus so that they are the size they were inside the NTSC Box.

I don't have any experience with Adobe Encore, so I really can't tell you why it's locking up; perhaps someone else here has more experience with it.
You're not supposed to crop any menus. The menus should be 720x576 (for PAL) or 720x480 (for NTSC), same as the nromal image. Just make sure all the buttons and text are in the "safe area"; the border should have the background but no buttons.

When you say it's almost completely burned on the DVD in your drive, are you writing to a folder or disc?
If writing to a disc, it would need to be a rewritable one, blanked, or else you cannot write to it.
Are you trying to write a multisession disc, by any chance? Hope I've got the wrong end of the stick here, but if you are then you is out of luck.
Also, I'd never trust a default encoding for the M2V file either. Try re encoding using TMPGEnc plus. Whatever you do, always try & avoid having Encore transcode for you. You do not get the control over the encoding and it takes forever
Not knocking Encore - I use it all the time.

Okay - humble pie time.
The MainConcept encoders in Encore work just fine. Best results can be obtained by letting Encore use the "Automatic" option, and it will find the best fit for your DVD.
