Will burning vob files directly to a dvd work, ie will the dvd play properly?

If they are within the VIDEO_TS folder, with the correct structure, and if the burning software knows how to order them on the disc, yes. If the files are correct but the burning program does not order them correctly, the disc will play on computers but not on set-top players.
