You need a DVD authoring program that supports subtitles. Usually, only mid- and high-end programs support that. If your authoring program doesn't support subtitles, you can also add them directly to the image (using a video editing or titling program) and recompress the resulting video.

DVD subtitles are bitmaps (images), not text, so it's not trivial to replace them. It's possible someone has made a program that lets you replace a subtitle stream, but I have never seen it (if someone else in the forum knows about such a program, feel free to mention it). Generally, if you want to replace or add subtitle streams you need an authoring program that supports subtitles.

Check out http://www.dvdrhelp.com/ or http://www.doom9.org/, they have a pretty big list of shareware / free software. Maybe you can find something there that will let you do what you want.

As I said, the subtitles on DVDs are not text, they are images. So you cannot edit the text; you need to recreate the images. Some authoring programs (ex., DVD Maestro, ReelDVD, DVD Studio Pro) let you add subtitle streams, other programs (ex., MyDVD, DVDit, TMPGEnc DVD author) do not.

I don't know of any free program that lets you create subtitle streams. There may be one, but I've never uses it or seen it.

Check the links above or do a search on Google.
