I converted a few AVI into low-resolution MPEG2 using 2-pass VBR with min 0, Avg 4200 Kbps and Max 7000 Kpbs in TMPGEnc Plus.
However the output still look blocky in the standalone player especially for close-up shots. I just wonder whether the Soften Block Noise setting can solve the problem. Morever in the setting, there are intra-block and non-intra block values to be set. Could anyone offer some guidances on how to set them.

What was the format of the source AVIs?

They are mainly DivX3, DivX5 and XviD. |

Ah. Thought so. What is the resolution (in pixels) of the originals?
I suspect what you're seeing is simply a result of the DivX compression (which does bad things to the image, and compressing it again to MPEG-2 makes it even worse) and insufficient source resolution (I doubt those files are 720x576 or 720x480).
You'll never get better quality than your source, and specifically when going from DivX (or other MPEG-4 based formats) to MPEG-2, there's usually a significant loss of quality.
If you want to play DivX on your TV, get a graphics card with TV-out. It won't make the image magically better, but at least you skip one recompression stage, which avoids further deterioration.
