Well, "%.2f" is a code used by several languages (namely C, which is what TMPGEnc is probably written in) to say "insert a floating-point number with two decimal places here", but clearly the instruction is missing the actual number (or you'd see something like "45.03", instead of "%.2f").
Anyway, I have no idea what the message actually means, or what's causing it. Try changing the priority of the AVI loaders in TMPGEnc's "Environmental settings" (ex., put DirectShow at the top, if it's at the bottom, or vice-versa). Most incomprehensible error messages seem to be caused by the loaders.
