Two questions I am dying to solve for a client:

1: As far as I know, three color unaliased subpictures are the only option you have for button rollovers on a DVD meu. they look chunky when not rectangular so you are limited to doing an ugly square or underline of a menu item. Has anyone heard of a program/way to make more interactive menus than Encore or Impression's subpicture methods allow?

2: Is there any way of making a link in a DVD menu that opens in an external web browser if the DVD is in a computer?

The 4-colour subpicture thing is not a limitation of Encore, it's a limitation of the DVD standard. However, if you look at commercial DVD menus, you'll see many of them use it in a creative way that looks nice even with diagonal and curved lines and shapes.

If you find normal DVD menu highlighting really won't do, you can use multiple versions of menus, with instant-action buttons (i.e., when a "button" is selected, it loads a different menu, where the "button" looks different). You can do pretty much anything you want using this method but a) there will be a small pause while the new menu loads and b) you can't have continuous video (or audio), because you're jumping between two menus.

There is no universal way to add web links to a DVD. Some DVDs come with a built-in player (ex., InterActual) that is started by an auto-run script when you insert it into a PC, and that player recognises proprietary codes in the DVD to open specific files (or URLs). But it will only work with that player, and the licensing tends to be pretty steep (above $500).
