Hi There,
I am curious if you have come across a problem with a flicker on a scene change, only on some set top boxes though, I am having this issue and have tried authoring with dvdlab and adobe encore,the mpeg comes from tmpeg 3.0 express. (settings = 8000 vbr 2pass)
and it only happens at some scene changes or transitions,
has anyone heard of this problem or come across it before?

Do you have "scene change detection" enabled? Have you tried advancing frame by frame to see what the "flicker" actually is? If it looks like one or two "blocky" frames in a row, it's almost certainly due to scene change detection being disabled.
Scene change detection will automatically insert an I-picture when the image changes a lot. Without that, you'll see a lot of compression artifacts that may look like flickering when played at normal speed.
