Not many DVD players will read DVD contents on a CD (this is called a "cDVD" or "miniDVD"). More common formats for video on a CD are VCD or a SVCD.
Although all three formats use MPEG video compression, they must use different settings (ex., VCD uses MPEG-1, not MPEG-2, and the resolutions and frame rates are also different).
If you're trying to make a VCD, I would recommend reading this page.
If you're trying to make a cDVD, please mention the following:
- Source format (ex., DV AVI, captured from a miniDV camera using firewire).
- Audio settings in TMPGEnc (these are the settings in the "Audio" tab).
- Authoring program used (ex., SpruceUp, DVD Workshop, MyDVD, etc.).
- Brand and model of your DVD player.
