How do you measure "quality"? And anyway, the quality of a certain clip will also depend on what kind of footage it is. Complex images (ex., camera travelling through a jungle) need a high bitrate to look good, while simpler images (ex., static camera aimed at the sky) can get by with pretty low bitrates. That's why, for big projects, it's always best to use the 2-pass variable bitrate mode (that whill analyse the footage and decide how to distribute the bitrate along the movie).
